Well, I personally think covergirl is a great makeup brand. They have affordable products, and are really good quality. It depends on your hair colour, but I do not recommend that you get Lash Blast mascara, because it gives a really dramatic look, not the sweet, everyday look you seem to be looking for. You should try Great Lash by covergirl instead. I think its perfect for the look you're looking for.
When choosing eye shadow, it is very important to be very particular about what you buy, because I personally think that it is the hardest article of make up to apply. Because your a novice, I have to tell you NOT TO BUY MINERAL EYE SHADOW, because it is the hardest eye shadow to apply. You should start off with a nice powder, MAYBE cream (if you are good at putting eye shadow on) eye shadow, because it is the easiest to apply, and it looks really nice. You should try some greens (f you are a brunette/red-head), some pinks and browns (if you are a blonde/brunette), or some purple and green (if you are a brunette). If you want a ';sweet'; , natural,13 year-old look, then I don't recommend that you use blue eye shadow.
I don't recommend you use blush, foundation, bronzer, or coverup, because your only 13, and putting makeup on your face can cause acne problems. Also, you don't want to look like a cake-face ;)
For your lips, use a very light (maybe even clear) lip gloss, if any. One day, if you want to use a bit more vibrant lip gloss (maybe a peach, or a pink), then use very subtle colours on your eyes, because its better to only accent one part of your face at a time. So, that means that if you want to wear a nice purple or green eye shadow, wear a light or clear lip gloss. But, from personal experience, lip gloss is really irritating because it smudges all over your food and everything. If you choose not to wear anything on your lips, you would look nice with a LITTLE blush. Don't wear blush and lip stick at the same time, because that's overdoing it.
Lastly, the most important thing to remember is to not start wearing everything at once. I recommend that you start wearing a bit of eye shadow for one week, then start wearing mascara the next week. Then , if you want to, you can start wearing blush/lip gloss. If you wear everything at once, then people will be like ';whoa, what happened to you';, and it will be very obvious.

use the lash blast mascara(orange tube) a nice cream colored and pink colored eyeshadows, some blush and you're good to go. all around 20 bucks;)
